Thinking SNES there was some brilliant 1st level music.
Super Turrican, Vortex and King Arthurs World all had Dolby Surround
tracks that sound amazing through a modern Home Cinema Amp with Decoding.
Chris Hulsbeck is a legend for the Turrican games - I wonder if RG could track him down for an interview.
Mute City on F - Zero sets the tone for a great game with great music.
Super Caslevania IV, that 1st level music blew me away the first time I
played it.
The Konami shooter Axelay has amazing music, in particular the 1st level.
And IMO no CD collection is complete without the Secret Of Mana soundtrack, still available on ebay - buy it!

The intro music to Creatures and Creatures 2 on the C64 is really great.
I agree with Sonic, Sonic 2 and Streets of Rage, but I've found myself humming the first level music from Mickey Mouse in Castle of Illusion (Megadrive) lately. It's quite frustrating as I find that tune quite cheesy and annoying, yet I keep thinking of it!

I take back NiGHTS. The best music is from Bubble Dizzy! C64 classic! Notice the synchronisation on the intro with the pirate and the music
