I don't think i could have faith in the people who made that list's decision-making and advice-giving abilities. I don't have a problem with PS2 only being #5, despite being an all-round better system than PS1 AND being able to play PS1 games anyway. I do have a problem with the ZX Spectrum being #11, while the CPC is #28. Spectrum may have got there first but it was inferior in almost every way to the venerable old Amstrad (whose popularity is enjoying something of a resurgence of late). Plus, GBA only at #15?! I think the Atari 8-bit is superior to both but that didn't make the top 30, so the abilities of a system mean very little here. People voted on nostalgia, much as I expected.
You've got that completely round the wrong way. Out Run or R-Type are the exceptions to the rule, not the definition. Most other games are better on Amstrad: Chase HQ, Target Renegade, Gauntlet, Commando, Ghosts n Goblins, WEC Le Mans, Exolon, Afterburner, IK+, Rainbow Islands etc.. In a few cases they're even comparable to the C64 versions.
