We had this happen at the Jobcentre a few times. One guy did it while being interviewed, then shook it out his trouser leg as he left. Others have just been so out of it on drink/drugs they've let themselves go in the waiting areas, and there's always the odd protest poo on the stairwell.

One of our previous buildings had a public lift, that was routinely used as a toilet.

Today I dispensed my ordnance much in the way a nuke missile releases its cargo of deadly bomblets - noisily, on target and across a wide area. I'm not ashamed to admit I clung on to the heated towel rail for dear life throughout the brief but terrible experience. The pattern in the bowl would have won the Turner Prize but it flushed away clean and I was most pleased with that.
If it's slower than me, dumber than me and it tastes good ... tough titty.
