How to create retro Geocities-style gifs?

I'd like to create several retro style gifs for my personal website (I'm barely able to draw a stick figure, so I would be working of external resources), like those you saw in Geocities website 15-20 years ago, which I always liked, and I'm totally clueless. How where they made back then? Is there any software that works for all of this or would I need several of them? Is it feasible for a casual PC user with no computing knowledge like me or do you need some technical background?
