Ie did it represent the values of its mother company and in an age when games of Minder and Blockbusters were produced, why we didn't see a holiday-management game based on Hi De Hi, an All Creatures Great and Small vet simulator, a George Smiley text adventure (type "there's a mole in the circus"), a Great Egg Race game (though we did get thirty years late - a Prof. Heinz Wolff game for the Wii post-Dr. Kawashima) an Open All Hours-theme platformer playing as Granville, an Its a Knockout game, etc and ALLO ALLO - like Castle Wolfenstein but with a middle-age bloke in a pinny.
