You might want to sit down for this one........ SONIC CD! yep, I know I give it stick, but the opening Palm Tree Panic Theme is awesome! the added "Yaay" was a really nice touch as well.

I would love to nominate the SECOND level of Marble Madness (arcade version).
But if it really has to be first levels, then Mr Driller.

I actually rate the second level of Ikaruga's soundtrack to be much better than the first level. Kind of reminds me of Panzer Dragoon in a way, it's a beautiful tune probably one of the best I've ever heard in a shmup.
