Yes, it was Total Recall, but I don't know the story that Merman does.

Did not look at the previous page that it was already solved, but I knew that it did have something to do with Stallone or Schwarzenegger.

A few people have said Cobra, but IIRC the graphics were smaller on Cobra (and where of Stallone rather than Swartzy).

That will explain most of it, but basically
- new external development team (Active Minds) cannot finish project on time
- John Meegan and others called in at last minute to program new game
- 8-bit versions re-used code from The Untouchables for the platform sections
- 16-bit versions used unreleased code from Batman the Movie for the taxi scenes
- game is credited to "Mentus Absentia" - Absent Minds, a reference to Active Minds
