I haven't been on the forum for a while, but I think I know this game.
Isn't that Sega's Rail Chase ? One of those Operation Wolf-style arcade shooters where you did not shoot at the screen with an actual toy gun, but with a mere joystick.

Rail Chase it is. As a game, I don't recommend it much (not a lot of depth to it), but it's fun to play through at least once just for the experience. You spend the whole game barrelling along in a mine cart, up hills, down hills, through caves, jungles, snowy mountain ranges, along rivers, shooting like crazy all the way.
