The only chef game I can think of is 'Out to Lunch' on the 16-bits, but it doesn't look like that!

Sorry, I don't know the game either. At first I thought it might have been RoadRash or Need For Speed on the 3DO, but I think this looks like something on pc from the early 90's.

I watched a Little of it on youtube.
The voice acting is cringeworthy. Its like they are reading from a script.

Close enough... it's actually 'American Chopper 2: Full Throttle' released on PS2, XBOX and Gamecube in 2006.
The screenshot is from the Gamecube version (which was only released in the US).

Predator 2 on the Game Gear (or Master System)... decent game - much better than the on-rails shooter version on home computers.
