Heh, alright, it's the boss on the snow level of that Mega Drive platform game made by Sonic Team in which you play as a star with elastic arms.

Looks like The Island of Dr Destructo which was an 8 bit conversion of the arcade game Two Tigers. I had it on the Amstrad, but judging from the colour pallet on the screenshot it looks like C64.

It's a fighting game on the PS1 (also has an arcade counterpart), and (at least the precedent of) an underrated gem.

The only one with a scythe carrying character I can remember is one of the Toshindens. Could be Soul Blade I suppose. Never really played either of those properly so hard to be sure.
