My guess is that it is not a button but a warning signal for fire in the engine

IIRC, and it's a loooong time since I last played it, you can set your engine on fire if your run it at too high a level of revs for too long.

Yes, but the fire extinguisher button doesn't do anything... your rear view mirrors get filled with smoke and your car screeches to a halt if you damage your engine (only possible at higher difficulty levels)
