Aha! Good call. Military Madness on Turbo-Grafx. The wii has it on the VC.

Yes indeed, I was gonna drop the VC clue, but decided that would trivialise things a bit

It's a great game though, and there's a free Windows port available, albeit for the Japanese version (Nectaris).
