How to make new ROM file

Hello everyone,

I am new to Raspberry Pi, just got a new Raspberry Pi 4 and want to play a specific game on it.
I couldn't find its ROM file on the internet however I have it as a real game, so I copied the content of its EEPROM and want to make the suitable ROM file, anyone can help how to do it ?
Note that I have currently the Retropie installed and I can play other games downloaded from the internet, so apparently my system is working properly, I just need to play a specific game.
The file I copied from the EEPROM is 64KB.

it is "good luck" from "MAME".

Your problem is not how to make a ROM file.

Your problem is you are unable to use Google or other similar search engines.

While I won't provide a link, that game is clearly available from multiple sources for download when searched for.

This is clearly some sort of spam. The OP calls himself Good Luck, and claims to have been trying to make a Good Luck MAME rom from his original copy of the game, which he clearly doesn't own. If someone is tech savvy enough to rip a rom out of an arcade board, there is literally no way he cannot also manage to type 'good luck mame rom' in to Google and choose from one of the hundreds of available downloads. I don't know what's going on here, but it smells fishy to me.
