The PC Blade Runner game is a prime example of a movie licence. It's heavily based on the movie, with visual, audio and gameplay elements almost directly lifted from it.

The movie is a very loose adaptation of the book, with significant changes. It carries some of the themes and characters from the book, but is hugely divergent from its source, so much so it took me several attempts to finish reading it.

It isn't based on a book. The book came after the game, being based on it (and it isn't very good imo).
