If it is one of the PSW mags its one of the early ones and its main title on the front page is about Res Evil 3. As i said in an earlier post it has a hand drawn picture of a woman firing two guns.

Unfortunately I no longer have that issue but the Magazine I was thinking of was Powerstatuon magazine whi did run a Final Fantasy 7 guide.. I did have this issue but can't find it at the moment sounds like it from your description
