The speech on Alpiner and Parsec on the ti99/4a was miles better than anything else doing the rounds at the time, it was clearly audible and was not a robotic mess, it was an actual human voice.
Male voice for the climber in Alpiner and a female voice provided a commentary on your performance. The female voice was present again in Parsec-providing the same kind of commentary on how you are doing.
There were a load of other games which also had speech, Bigfoot, Star Trek, Microsurgeon, Buck Rogers, Fathom, Mash, Moon Mine, MBX games and a load of educational software.

Beach Head II on the C64 had some great speech.

The older ps1 formula 1 games with Murray walkers commentary (f1 and f1 97 in particular).

The later games just weren't the same as it was just so badly toned down and disjointed (esp ps2 version)

"Use the force, Luke" from Star Wars (arcade) was rather iconic - and probably the first time I'd ever heard speech from a videogame (in my case walking past an upright cabinet in the local arcade and having to do a double-take)

However - I have to say that "Ghostbusters!!!" from the home computers of the time trumps that massively. A second one for me would be Scorpion's "Get over here!" from Mortal Kombat (a phrase my friends hated at the time due to me having perfected the timing for a cheap spear>uppercut>spear>uppercut - repeating constantly naturally - combo for the spears to hit my opponent before they'd even landed from the uppercut - and therefore unable to block...)

I loved doing the gibberish commentary cheat best. You'd be racing along in first place and he'd say "He's hit the tyres!, and the race has been stopped the red flags are out!" along with "And! And! And!" "This will really help the team in this years construction championship!"

Beyond Castle Wolfenstein on the Apple II. Phenomenal use of voice, haunted me for ages afterwards.

Ghostbusters was great but my favourite and first time i'd ever heard speech in a game was....

Death Star Interceptor (nice underated game on the Speccy) with...

The announcer in Smash TV for me. I played the SNES version to death.

The speech in Gauntlet is nostalgic for me, not because it's good but because it has that digitised Atari sound that was prevalent in all their games. Love the Atari sound!

Another one that blew my socks off was the narration at the start of Starfox 64. It wasn't just a speech sample or a quote but a fully spoken prologue that went on for ages...on a cartridge game!! The speech in the whole game is great even now, I can still quote large chunks of it when I play it. In fact I did the other night when I was playing it down my mate's, I think the entire first level's speech in burnt into my memory.
