Horribly wrong my arse - this is a tonne of free PR. They were supposedly calling to let people know to expect something but for 'some reason' the message didn't get through.

Of course it worked on the PR front - but am sure the people that had to be evacuated don't see it that way. Regardless of all the columns inches it created, it was still a very dubious and immature thing to do.
