Turtles Tournament Fighters on the SNES is easily one of the best one on one fighting games on the system.
The Mega Drive version which had a different roster of characters and different gameplay mechanics is cack though.
Kind of like the way (in a reversal of fortune) that the Mega Drive got a really good port of Captain America and the Avengers, but the SNES version was an abomination.

Renegade 3 isnt as bad as pretty much any version of Double Dragon3. Or the MD version of Double Dragon 2. Pitfighter for the Megadrive was a half decent little game. If they had kept the scaling in it would probably have sucked.

It is nowhere near the worst, but at the same time it is nowhere near the top and is a pretty poor game.
As for Turtles Tournament fighters, The Snes and MD versions are like 2 completely different games, I dont know what happened to the MD version but the Snes version is a far better game and is really really good.
