A few more to add to the list

Neo Geo AES is region free

PC Engine Duo will play any region CD games but Hu cards are still region locked

Also most hand helds are region free but the Sega Nomad (will play some pal games but not all of them) and the PC Engine GT / Turbo Express are region locked
