If it had carts it sounds a lot like my Binatone Superstar. After a quick google search - yeah, that's even closer still. But it didn't take carts. We used to have a pong style console - can't find it on that site though. Human Killing Maching was touted as the unofficial sequel to Street Fighter on the Speccy and C64.
It featured the same one-on-one globe-trotting chock-sockey action.

I own, and enjoy Parappa 2, but never really played the first one. Which is better? Technically, Parappa 2 is bigger and better. Just as quirky and as much fun as the original. It's probably a case of "whichever one you encountered first" is the best. So you wouldn't be disappointed by the first on...
