Same reason that the Atari and Dragon drives were so expensive, they were "intelligent" drives that came with on board processors and additional circuitry and chips that you would not find on generic a drive.

The speech on Alpiner and Parsec on the ti99/4a was miles better than anything else doing the rounds at the time, it was clearly audible and was not a robotic mess, it was an actual human voice.
