Nope, unless it's been modified it will only run Jap games as the Core Grafx like MikeFishcake said, is just a grey version of the PC Engine with AV output. It's the one I own and certainly isn't compatible with US games.

I've got a couple of spares I've got on ebay but sadly their both the fantasy ones. I used to have loads when I was a kid (got rid of them all) but after a spell volunteering in my local Oxfam store when a couple got donated I've started collecting them again! Not sure about a value but that's the third version of the drive, the 1541C which was slightly re-tooled from the original model. Is it complete with all the leads, manuals and test disks?
