It is definately an A8 game .... 1980 ... called SCRAM

The screenmode is called Graphics 7 and the text window is the default window for showing and/or entering text

Some clues :-)

It is an RTS and the platform is PC.
It has Heroes and a unique upgrade system.
The Forest can be destroyed.
And it is older than Warcraft 3.
It's done by the (imho) master of Realtime Strategy Games.
