I think the PAL Gamecube hardware is actually capable of 480p through the digital port, however the PAL software is not. For what it's worth, comparisons with the sort of PCs that you can play it in the go with would strongly favour the Switch. It's certainly not a game that either the GPD Win or the Surface Pro would be able to run in a satisfactory fashion.
