I would argue that most computers and consoles from the 70s and 80s were build to be functional and because of this tend to look dated. I worked in two Retro game shops back in the 2000s, the issues we always had was people moaning that we were not offering what they were getting on Ebay, we always said that they needed to look at the sold price, which sometimes was quite cheap. So we were dwindling our stock and not having a outlet...

Sounds like the TV has an issue handling RGB, cheap consumer TVs are generally rubbish for anything other then video and TV signals. I would test the cable on another SCART TV. Remember CRTs are generally available for free nowdays so may be worth using freecycle to get another TV. Try and get a Son...
